We have no control over our streamers Twitch.tv chatboxes. Each streamer has their own streamer chatbox provided through the Twitch.tv service. It is their choice to appoint moderator status or issue bans to their viewers.

It is common for streamers to give out moderation abilities to those who are commoners to their respective streams. Asking for it commonly results in wasted effort.

so when the streamer appoints me as a moderator am i only a moderator for that persons stream or when i go to everyones streams

Only for that streamer's respective stream. It wouldn't be right to be appointed to a moderator to someone else's stream, only to come to my stream and ban my viewers for saying hi.
